Militaries can do much (and both Chinese and Russian non-govt marine vessels have twice recently "accidentally" severed the ocean-floor Internet cables landing in Ireland), but for non-state organizations the thing to do would be to await the time of severe crisis and vulnerability and then unreservedly strike at identified bottlenecks and choke points within the overall globalized system.
For example, I believe that there are only a very few places smelting copper, which is a technological essential. Or, Taiwan is almost irreplaceable as one of the only suitable lands for precisely manufacturing microchips, due to their rare tectonic-plate stability.
Until the time of crisis and vulnerability, advocacy for Nature and against Tech (they are in direct competition), and agitation in favor of social discord, especially for resentment of the elites by the 'unwashed masses'.

The best thing you can do is NOT use AI, spread the word, and as far as possible, don't do business with people who use AI! Keep it human!
